Yes - I remember the video & the still shots I pulled from it clearly showing the young man raising the ball well above his head & shoulders before he smashed it into the ground. And, then he, momentarily, broke into dance before that exuberance was contained by his surrounding Teammates. Exciting times - scoring his 1st college TD, tying an exciting game in the final seconds. Quite understandable that the young man’s joyous emotions got the better of him leading him to violate the sportsmanship rules of our great game. It was certainly a judgment call and in no way egregious. It was also a call SoCon refs had let go multiple times that year (long ago I had video of that, but I'm too lazy to find it).
Tough for the SoCon refs to insert themselves into the game like that on something literally no one would have noticed.
