Hard to say that targeting can go to review and issue an ejection, but grabbing a facemask and trying to rip a guys headoff can't.

Teams know that they can't do anything with Grainger. Team after team has tried to cheap shot him. They know that as long as he's in the game, they aren't likely to slow down the offense.
